REGULAR COUNCIL MEETING
MONDAY, AUGUST 24, 2015
7:00PM
President Wolak called the meeting to order at 7:00 p.m. All rose for Pledge of Allegiance. Present at roll call: Clark, Coenen, Wolak, Ballard, Shall, Boelke, and Cooper. Also present: Clerk Poulos, Treasurer Adair, Brian Lee, Carolyn Sweeney, Kathy Bowen, Curtis McBride and Sam Hudson.

MOTION by Cooper, seconded by Ballard, to approve agenda as presented.

ADMINISTRATIVE REPORTS
- Treasurer Adair submitted her July Treasurer’s Report.
- F & V submitted reports for June and July. Brian Lee informed Council that Chuck Bayly has left F & V and he will be taking over until this position is filled. He referenced the report and informed Council that although the Fair has just ended, there were no problems or violations during that week.

MOTION by Ballard, seconded by Cooper, to approve the Consent Agenda as presented.
- Approval of RCM Minutes of 8/10/15 approved as presented.
- Payment of Bills totaling $168,686.42 approved for payment as follows:
1. General Fund $ 8,239.39
2. Water Fund $ 36,763.84
3. Sewer Plant Fund $ 3,329.93
4. Sewer System Fund $ 1,106.89 5. Major Street Fund $ 80,677.69
6. Local Street Fund $ 35,996.47
7. Municipal Street Fund $ 2,572.21
Total $168,686.42

2. OLD BUSINESS

3. NEW BUSINESS
A. AUDITOR’S REPORT
Curtis McBride and Samantha Hudson presented the FY 2014/15 Audit to Council. The Audit indicates that all funds are within, most beyond, recommended balances. The complete Audit is on file.
MOTION by Cooper, seconded by Ballard, to accept the Audit for Fiscal Year ending March 31, 2015, and to place on file.

B. TIETZ/PROSPECT BRIDGE PROJECT
Street Administrator Ballard informed Council that the Tietz Street box culvert is in and the backfill is ongoing. The guardrail will be installed in the next couple of days. There will be progress meetings set up and he will inform Council of those dates when they are available.
C. EAST MAIN STREET PROJECT
Street Administrator Ballard informed Council that there is a progress meeting scheduled for tomorrow morning at 10:00 am. He stated that the curbs are done, the backfill is ongoing, they are working on packing down the driveway approaches, the cement driveway is completed, and the project is proceeding as scheduled.
D. APPROVAL FOR PAYMENT OF SUB-CONTRACTED FAIR WORKERS
Treasurer Adair asked Council to approve paying the sub-contracted Fair workers (Police security) on August 27 otherwise they will have to wait to be paid after the regular Council meeting of September 14, several weeks after they have completed their work.
MOTION by Coenen, seconded by Cooper, to allow for the payment of sub-contracted Fair workers on August 27, 2015.

COUNCIL COMMENTS/COMMUNITY EVENTS
Tiger Days is on Monday August 31 and Tuesday September 1, 2015, from 8:00 – 11:00 and from 12:00 – 3:00 for the Armada Middle School.
