RULES OF PROCEDURE
The Village Council shall receive communications from citizens on each agenda item and during the “citizen comment” portion of the agenda. In accordance with the Village Council Rules of Procedure, citizens are afforded a reasonable opportunity to be heard, subject to the following rules:
Generally, no response shall be made to any communications from a citizen until all citizens have been permitted to address the Village Council;
Under the “Citizen Comment” portion of the agenda, citizens are permitted to address the Village Council on issues not on the agenda;
A citizen addressing the Village Council may be called to order by the Chair or Council member for:
an attempt to engage the Village Council or any member in debate;
failing to address the Village Council on matters germane to Village business;
the use of vulgarity;
making a personal attack on persons or institutions; and,
the disruption of the public meeting.
A citizen called to order is required to take a seat in the audience until the Chair or Council determines whether communications will be permitted to continue.
